Frequently Asked Questions

Buyer's Stamp Duty (BSD) applies to all property purchases in Singapore regardless of buyer type. It's a tiered tax on the property price: 1% on the first S$180,000, 2% on the next S$180,000, 3% on the next S$640,000, 4% on the next S$500,000, 5% on the next S$1.5M, and 6% above S$3M. BSD must be paid within 14 days of acceptance of the Option to Purchase.

Additional Buyer's Stamp Duty (ABSD) is an extra tax on top of BSD, designed to cool Singapore's property market. It applies to Singapore Citizens buying a second or subsequent property, and to all Permanent Residents and foreigners buying residential property. ABSD was significantly raised in April 2023 to discourage speculation.

ABSD was first introduced in December 2011. It was raised multiple times: in January 2013, July 2018, December 2021, and most recently in April 2023 (announced 26 April 2023). The April 2023 increase doubled foreigner ABSD from 30% to 60% and raised SC 2nd property ABSD from 17% to 20%.

Most foreigners must pay 60% ABSD on all Singapore residential property. Citizens of USA, Iceland, Liechtenstein, Norway, and Switzerland are treated the same as SCs under FTAs (0% on 1st property). The only way to avoid ABSD is to become a Singapore Citizen or Permanent Resident (1st property for PRs is 5%).
