What is Sales Tax?

Sales tax is a consumption tax imposed by state and local governments on the sale of goods and certain services. When you purchase an item, the seller collects the tax from you at the point of sale and remits it to the appropriate government authority. Unlike a value-added tax (VAT), sales tax is only applied once — at the final point of purchase — rather than at each stage of production.

In the United States, there is no federal sales tax. Instead, each state sets its own base rate, and counties, cities, and special tax districts can add their own on top. This creates a patchwork of effective rates that vary enormously: a purchase in Oregon pays zero sales tax while the same item in California can be taxed at over 10% once local rates are added. Sales tax is a percentage-based tax charged on the sale of goods and some services, collected by the retailer at the point of purchase and paid to the state or local government. It is calculated by multiplying the purchase price by the applicable tax rate. Rates differ by state, county, and city, so the total tax on a purchase depends on where the transaction takes place.

Five states have no statewide sales tax: Alaska, Delaware, Montana, New Hampshire, and Oregon. However, Alaska allows local municipalities to impose their own sales taxes, so some Alaskan cities do charge a local rate. Delaware, Montana, New Hampshire, and Oregon have no sales tax at any level.

California has the highest statewide base rate at 7.25%. When local district taxes are added, some California cities see combined rates exceeding 10.75%. Tennessee (7%) and Mississippi (7%) also have high statewide rates. The combined state-and-local average is highest in Louisiana, Tennessee, and Arkansas due to high average local add-ons.

Sales tax is calculated by multiplying the pre-tax price by the total tax rate (expressed as a decimal). For example, a $100 item in a state with a 6% state rate plus a 2% local rate has a combined rate of 8%, resulting in $8.00 tax and a $108.00 total. The formula is: Tax = Price × Rate; Total = Price + Tax; Effective Rate = Total Rate (state + local).
